Introduction
The Prison, Anti-Drug and Civil Defence Division was officially established on 16th August 2008 when Establishment Warrant No K 104/2008 dated 26th August 2008 and administrative order by the secretary-general of the Ministry of Home Affairs No 3 of 2008 dated 10th September 2008 were issued.
A total of 25 posts were approved, comprising one grade M54 administrative and diplomatic officer, one grade M52 administrative and diplomatic officer, two grade M48 administrative and diplomatic officers, six grade M44/41 administrative and diplomatic officers, one grade KX44 prison superintendent, one grade S44 anti-drug officer, one grade N27 assistant administrative officer, one grade N22 administrative assistant (clerical/operation), seven grade N17 administrative assistants (clerical/operation), two grade N17 administrative assistants (secretarial), one grade N11 junior administrative assistant and one grade N1 general office worker.
With the merger of the Ministry of Home Affairs and the Ministry of Internal Security into the Ministry of Home Affairs and its subsequent restructuring, The Prison, Anti-Drug and Civil Defence Division was established in 2008.
OBJECTIVES
1. To ensure that the implementation of policies at the Prisons Department, National Anti-Drug Agency and Civil Defence Department meets the requirements of stakeholders and is to the satisfaction of clients through studies, monitoring and co-ordination of activities carried out.
2. To ensure that proposals, criticisms and complaints relating to prisons, anti-drugs and civil defence are given due attention and improvements made through the formulation of new regulations, amendment of existing laws or the drafting of new laws.
3. To co-operate with all parties to enhance networking and internal and external collaborations.
MAIN FUNCTIONS
The functions of The Prison, Anti-Drug and Civil Defence Division are to study, co-ordinate and monitor the implementation of policies at the Prisons Department, National Anti-Drug Agency and Civil Defence Department. This division also heads the process of formulating, creating or amending policies, regulations or laws to ensure the effectiveness of the functions and operational efficiency of departments and agencies under it.
